In 2020, Auckland Transport (AT) went out to tender for a Worker Safety and Authorisation solution to manage their extensive Health & Safety obligations. The structural challenge was unusual: most AT locations are unmanned, which meant AT had limited visibility of who was carrying out work on AT's behalf at any given moment. ComplyFlow (with an implementation partner) was selected. The Auckland Transport solution tracks contractor compliance in real time, runs the Authority to Work (ATW) process digitally, and uses Lone Worker and Distress Alarm features in the Live Access App.

The challenge
Auckland Transport's workforce challenge was structural, not procedural. The organisation has H&S obligations across a national footprint, but the majority of AT locations are unmanned. That meant AT had no central way of knowing who was on site at any given moment, what their compliance status was, or whether they were safe.
The pre-engagement state had three signatures of a workforce visibility problem:
- Disparate process — every department doing it slightly differently
- No central oversight — no single screen to look at to see the workforce
- Information siloed across departments — compliance data fragmented by team, not by worker
For AT, that translated into compliance gaps and liability exposure. With no permanent staff on most sites to verify entry, the risk of a worker turning up with expired credentials, an incomplete induction, or no permit for a high-risk task was not theoretical.
The solution
ComplyFlow implemented an integrated digital prequalification, authorisation, and live monitoring solution.
What was delivered:
- Digital prequalification for AT to onboard and track suppliers from the start of the relationship
- Workflow to simplify the Authority to Work (ATW) process and other H&S forms
- Real-time tracking of contracted workforce compliance
- Sign-in / sign-out via the Live Access App, plotted on a real-time map
- Lone Worker and Emergency features used across AT locations
- Distress Alarm functionality (added in subsequent extension)
- Workforce integration with AT's ecosystem (delivered in recent updates)
For AT users — Office users including Safety Managers — the Live Access App makes it possible to see all activity at all sites from a single visualisation. Staff and Visitors are displayed in real time on either a map view or a list view, with the option to track activities or monitor Lone Workers individually.
The outcome
AT closed the visibility gap. Contractor compliance is tracked in real time. Workforce activity at unmanned sites is no longer a blind spot. H&S obligations that used to depend on department-by-department record-keeping are now centralised and accountable.
