Contractor Management Software Requirements Checklist & RFP Guide

A contractor management software requirements checklist works when each line is a test a vendor can fail: a must-have or should-have, the question to ask, and the answer that passes. Put 12 must-haves in the RFP, score every response from 0 to 3 on what was shown, and run one demo script on every vendor. This guide gives the table, the RFP outline, the scoring sheet and the script.

A requirement a vendor can pass by saying yes is not a requirement. Write it so it can fail on a screen.

The requirements document decides a contractor management software purchase before any vendor speaks. Written as a list of features, it gets a tick on every line from every vendor. Written as a set of tests, it separates them in the first response.

This guide is for the procurement lead and the safety lead buying together, at a facilities management provider looking after a property portfolio or a transport and logistics operator running depots. It gives the requirements table, an RFP outline, a scoring method and a demo script, with Australian specifics throughout. None of the 4 buying guides at the top of the Australian results for this search has an RFP outline, a scoring method or a demo script (measured 6 October 2026). The vendor conversation is in Contractor Management Software: 10 Questions and 10 Bad Answers; this is the document you write before it.

What Should a Contractor Management Software Requirements Checklist Contain?

Each line holds four things: the requirement written as a test, its priority as a must-have or should-have, the question for the vendor, and what a good answer looks like. Add a column, blank until the demo, for what you saw. Without the question and the good answer a checklist is a wish list, and any vendor can answer yes to a wish.

Order the lines the way a contractor moves through your business: the company, the worker, their licence and competency, their documents, the site and the work, access and permits, the evidence and audit trail, and finally their ongoing status as items expire. A line that fits nowhere on that chain is probably a feature, not a requirement. Procurement owns the process, the safety lead decides what counts as cleared, whoever runs the buildings or depots owns the gate, and IT owns the data.

Write Each Requirement as a Test That Can Fail.

Compare 'tracks licence expiry' with 'when a licence passes its expiry date, the worker's status changes for every site that needs it without anyone acting'. A spreadsheet column meets the first. The second can be failed in a demo, and every row below is written that way.

A must-have is a gate: a vendor that cannot show it is out, and a roadmap date does not count. A should-have is scored. Keep the must-haves to about 12, which is our judgement and not a published figure; past that, vendors answer yes to all of them.

1 CompanyAn ABN is checked against ABN Lookup for active status, GST status and entity name.Enter a cancelled ABN.The lookup flags it; a format check alone fails.
2 CompanyInsurance certificates and statements carry the facts that make them checkable.Where does a certificate record its issue date, period and scheme?A field for each, not a file name.
3 WorkerOne record shows a named worker's items for a named site today, with expiry and approver.Open one worker from our sample list.Under a minute, on one screen.
4 WorkerA two-person subcontractor onboards from a phone without calling anyone.Show one doing it. Who supports a non-customer?One sitting, and a named support line.
5 LicenceA licence records its class, its issuer and who checked it against the issuer's register.Show where each is held.A field for each, not a photo.
6 CompetencySite induction is held per site and company, and an expired one changes status.Clear one worker for one site and not another. Two sites, two results, one record.

10 EvidenceWe can export the full record for a person or site over a date range, rejected items included.Show who was cleared at a site on a past date.A self-serve filter and file, not a vendor report.
11 EvidenceWe know every place our people's information can reach, and can retrieve, export and delete it.List every location and subcontractor in writing; show the export.Every location named under the same terms; a full export, then written deletion.
12 StatusA lapsed item changes status with nobody acting. What happens at midnight on the expiry date?Status changes alone; the log shows reminders and the change.

Rows 1, 2 and 5 carry the Australian records. ABN Lookup is free and shows whether an ABN is active or cancelled, the business type and the GST status.1 The number's check digits show only that it is well formed,2 and free web services can put ABN validation inside another product,3 so a format-only check is a vendor's choice. A certificate of currency confirms a policy is in place as of its issue date,4 and Australia has 11 main workers' compensation schemes under different laws,5 so keep the issue date, the policy period and the scheme. In New South Wales, one form, the NSW Government's subcontractor's statement (form 5483), is the subcontractor's statement under three Acts: the Workers Compensation Act 1987, the Payroll Tax Act 2007 and the Industrial Relations Act 1996.69 Under the Workers Compensation Act 1987 (section 175B) and the Payroll Tax Act 2007 (Schedule 2 Part 5), a principal contractor can be made to pay a subcontractor's unpaid workers' compensation premiums and payroll tax for work done in connection with the contract, where that work is carried out in connection with the principal contractor's business (and, for workers' compensation, is an aspect of the work of that business), unless it holds the subcontractor's written statement for that period.78 A statement does not protect a principal contractor that had reason to believe, when it was given the statement, that it was false.78 The workers' compensation statement comes with any relevant certificate of currency, and the principal contractor must keep a copy of the statement for at least 7 years after it was given.7 For licences, SafeWork NSW tells employers to check them regularly, for expiry, the relevant classes and the correct photo and name, and runs a public register of high risk work, asbestos and demolition licences and general construction induction cards.10 The record should name the issuing body.

Eight Should-Haves That Separate Two Vendors Who Both Pass.

Score these, and promote one if your situation turns on it. Bulk import of your contractor list with an ABN duplicate check. A read connection to your finance or work-order system, with its scopes, expiry and revoke step. Single sign-on and site-based staff permissions. One contractor view across your sites. Client-ready reports. AI document review that shows its reasoning and leaves a person to decide. A change log of who altered a requirement. And permits, inspections or incidents on the same record.

What Does a Contractor Management Software RFP Need?

An RFP is the table plus the context every vendor needs to answer on the same basis. Nine sections do it.

  1. Purpose and scope: the sites and contractors in and out.
  2. Your numbers: contractors, workers, sites, states, systems to connect.
  3. The 12 mandatory requirements, each classified and evidenced.
  4. Scored requirements: the 8 should-haves.
  5. Contractor experience: onboarding and support for a two-person firm.
  6. Security and privacy: locations, subcontractors, breach notice, deletion.
  7. Implementation and support: plan, named roles, your own effort.
  8. Commercial terms at your volumes and at double, the term and the exit.
  9. Process: dates, question deadline, demo slots, scoring method.

Ask every vendor to classify each capability as Standard (works today as shipped), Configurable (your administrator sets it up), Integration (another named system does it), Custom development (someone builds it for you) or Roadmap (a date, not a product), and to leave it blank if not offered. Add one line of evidence per must-have, such as a screen, a help article or a clause. Classes stop 'yes' meaning five things, and Custom development against row 8 is a finding. Send the requirements as a spreadsheet, allow 2 weeks and share every answer with every vendor, because a question tells the others what you value.

Score the Responses on Evidence, Not Confidence.

Score each line from 0 to 3: 0 is not offered or no answer, 1 a roadmap or workaround, 2 works and was shown on a screen, and 3 works, was shown with your sample data and was confirmed by a reference. A 0 or 1 on a must-have ends the vendor's run. Each evaluator scores alone, and the group discusses only lines that differ by 2 or more. Agree the weights before the first response opens; this starting set is our judgement, not a standard.

Commercial terms carry only 10 because every vendor still standing has passed the gates, and enterprise deals differ. Ask for the same volume bands and score how clearly the terms are set out. The same rows are in the requirements and scoring sheet, with columns for the evidence, the score and your notes.

A Demo Script to Run on Every Vendor.

Send every vendor the same script a week ahead, with 5 sample contractors from your list: a sole trader, one with an expired certificate, one with a lapsed licence, one supplied through a labour hire provider and one from another state. No slides, and a note-taker records what was clicked. Every shortlisted vendor must show this scenario live:

The contractor company is approved. One worker's required licence expired overnight. They arrive tomorrow for a particular job at a particular site. Show us exactly what happens: how it is identified, what status changes, who is notified, what the worker and the gate see, what evidence is kept, and how it is put right.

It tests rows 5, 8, 9, 10 and 12 in one pass. Then 5 shorter steps:

  1. Open one worker from the sample list (row 3).
  2. As the sole trader, upload a wrong document from a phone; as reviewer, reject it with a reason and show the history (rows 4 and 7).
  3. Enter a cancelled ABN, then show an insurance and a licence record (rows 1, 2 and 5).
  4. Clear one worker for one site and not another (row 6).
  5. Show the written data locations, then export the sample records (row 11).

A vendor who asks to skip a step has told you which row to score 0.

A Worked Example: A Property Services Business Shortlists Two Vendors.

This is a made-up case. A facilities management provider looks after 60 commercial buildings and about 900 contractor workers a year. Procurement and safety send the 12 must-haves and 8 should-haves to 5 vendors with their numbers: 60 sites, 900 workers, 3 states and a work-order system to connect.

Three fall at the gates: one answers row 8 with Custom development, one cannot show row 9 without a connection, and one will not say in writing where its support staff can open customer records, so row 11 scores 1. Of the two left, Vendor A leads on paper, 78 to 74. The scenario reverses it. A's sample sole trader needs a 20-minute call to finish onboarding, and its ABN field accepts a cancelled number; B's does neither. After the demo A scores 66 and B 73. Nothing in A's response was dishonest; it was unproven.

A transport and logistics operator would shift the weight. Rows 5 and 9 matter most where trucks queue at a depot gate and labour hire drivers hold licences across several states, so move points to them before the responses open.

Which Contract Terms Should the RFP Flag Early?

Four terms are worth naming in the RFP, so a vendor can object before the shortlist.

Where the data goes. Before disclosing personal information to an overseas recipient, an organisation covered by the Australian Privacy Principles must, unless an exception applies, take reasonable steps to ensure the recipient does not breach the Principles (other than the first) in relation to it, and is accountable for acts of the recipient that would breach them.11 The OAIC's APP guidelines say that, in limited circumstances, giving an overseas cloud provider personal information only to store it and give you access may be a use rather than a disclosure: where a binding contract limits the provider to those purposes, requires its subcontractors to agree to the same obligations and gives you effective control of how it is handled. Whether you can retrieve or permanently delete it is one of the issues to consider, and a use can still breach the Principles if the information is mishandled.11 So for row 11, ask what the contract says about every location and subcontractor, not only the servers.

Leaving. APP 11.2 requires an organisation to take reasonable steps to destroy or de-identify personal information it no longer needs for any permitted purpose, unless an Australian law or a court or tribunal order requires it to be kept.12 So we recommend the exit be an export you have checked, then a deletion the vendor confirms in writing.

Breaches. An organisation the Privacy Act covers must, unless an exception applies, notify affected individuals and the OAIC of a data breach likely to result in serious harm,1314 and must take all reasonable steps to complete its assessment of a suspected breach within 30 calendar days after becoming aware of the grounds for suspecting it (s 26WH(2)).14 A breach at the vendor can be your breach too where you both hold the information,14 and you can only act if the vendor tells you quickly. Ask for a notification period.

Responsibility. Under the model WHS Act a duty cannot be transferred, and a contract term that purports to transfer one is void.15 Victoria, which has not implemented the model laws, has its own Act.16 A clause saying the vendor 'takes responsibility for compliance' does not move your WHS duty to the vendor; ask what it answers for, such as availability and accurate records.

Where ComplyFlow Fits.

ComplyFlow is contractor management software, and you can put the script to it. A site can be given its own document and training requirements from a dropdown; adding a document requirement moves active profiles to Documents Pending.17 A reviewer approves or rejects with a comment, and rejected documents stay in the history.18 The all-documents report covers every record for the life of the account, rejected and expired items included, and exports to CSV.19 API tokens carry scopes per module, last up to 1 year and can be revoked at once.20 All data is hosted within Australia, and the Help Centre lists a Transition Out Plan among its technical documents.21 See contractor management, integrations and plans for the rest.

What to Do This Week.

Delete any of the 12 rows that would not change your choice, pick your 5 sample contractors, and write the classes and weights into the RFP before it leaves the building, so no one can tune the rules to a favourite. The WHS software guide covers state differences, the construction version covers a construction program, and the ranking shows what each vendor's own pages say.

Questions

Questions People Ask About This.

What should a contractor management RFP include?

Nine sections: purpose and scope, your numbers, mandatory requirements, scored requirements, contractor experience, security and privacy, implementation and support, commercial terms, and process. Send the requirements as a spreadsheet with one classification (Standard, Configurable, Integration, Custom development or Roadmap) and one line of evidence per row, and give every vendor the same volumes so the commercial terms line up.

How many requirements should a contractor management RFP have?

About 12 must-haves and 8 should-haves is our recommendation, not a published figure. Past about 20 lines, vendors answer yes to everything and nobody can say which line mattered. If a line would not change which vendor you pick, cut it.

How do you score contractor management vendors?

Score each requirement from 0 to 3 on what was shown rather than said, and end a vendor's run on a 0 or 1 against a must-have. Score alone first, then discuss only the lines where evaluators differ by 2 points or more. Agree the weights before the first response opens.

Do we need an RFP to buy contractor management software?

Not always. A business with a small contractor base can use a one-page requirements list and 2 or 3 demos run from the same script. An RFP earns its keep when several people have to agree, when the contract and data terms need a procurement process, or when you may have to show later how the choice was made.

What should the contract say about leaving a contractor management vendor?

That every record and file exports in a usable form within a stated period, that the vendor then deletes your data and confirms it in writing, and that its subcontractors are bound by the same terms. APP 11.2 requires an organisation to take reasonable steps to destroy or de-identify personal information it no longer needs for any permitted purpose, unless an Australian law or a court or tribunal order requires it to be kept. Written confirmation of deletion is our recommendation, not an APP 11 requirement.
