The Problem

The Acciona / Alstom joint venture SYDTRAC engaged Comply Flow in 2014 to deliver a unified, end-to-end system for managing contractor compliance, competencies, plant and equipment coming onto the Sydney Light Rail project. They required an efficient solution to handle the complex administration and document management processes involved in managing a high volume of contractors completing high risk work throughout the project.

Specifically, they needed to be able to restrict access to site for any contractor that had not submitted the necessary documents (licences, tickets, qualifications) or completed the required training. SYDTRAC also needed an efficient and flexible method for delivering training and monitoring compliance throughout the life of the project.

The Solution

Comply Flow worked with the project team to define compliance requirements, including the specific requirements each supplier (company), worker and plant or equipment item would need to meet in order to achieve a 'compliant' status in the system. General requirements were deteremined on the level of supplier risk, type of work undertaken by the worker, or plant & equipment operated, while access to specific areas or zones across the site could be configured to trigger additional requests.

Workers were invited to join Comply Flow and provided access cards that enabled them to access site gates on the condition they had fulfiled the requirements of both their work role and the zone they were entering. Simple tap-on-boxes were set up at all access points throughout the project, which would bar entry if the worker profiles were incomplete or missing required documents or training. Access cards also feature QR codes which enabled compliance spot-checks onsite.
